🛠️ DEVELOPMENT PHASES

Phase 1: Land assessment & pilot facility setup
Survey and select suitable coastal sites for aquaculture and marine material production.

- Develop project plans and industrial-scale pilot models for implementation.
- Begin infrastructure construction to form a future marine biotech cluster.

Phase 2: Small-scale aquaculture & input development

- Cultivate water fleas as high-protein biological feed for seahorses.
- Implement a high-tech, closed-loop system to raise seahorses with strict control over temperature, salinity, lighting, and nutrition.

Phase 3: Production & commercialization of seahorse-based products

- Develop a product line from seahorses: functional foods, bio-cosmetics, and improved traditional medicines.
- Partner with businesses to standardize production, packaging, quality control, and market launch.

Phase 4: Scale-up & international export

- Supply seahorse-derived products to domestic markets in Vietnam.
- Export raw materials and finished products to key markets in Asia (Korea, Japan, China) and globally.
- Expand production scale, forming an integrated marine biotech industrial complex.
- Establish Vietnam’s reputation through a “farming – processing – exporting” closed value chain.

Phase 5: Species diversification & research ecosystem development

- Expand aquaculture to high-value marine species: sea cucumbers, lobsters, sturgeons...
- Conduct R&D and commercialize new marine products.
- Establish marine biotechnology research centers in Hanoi, Ho Chi Minh City, Hai Phong, or Nha Trang.
